The revised Road Traffic Management and Penalty Regulations, effective January 31, 2026, significantly increases penalties for unlicensed motorcycle driving: fines will be increased to NT$18,000 to NT$36,000, with repeat offenders within 10 years facing the maximum fine, and no upper limit on fines for three or more violations. Furthermore, the new law implements severe penalties such as "immediate prohibition from driving," "impoundment of vehicle license plates for 3-12 months," and "mandatory attendance at road traffic safety lectures at one's own expense."
Key points of the new unlicensed motorcycle driving regulations in 2026:
Significantly Increased Fines: First-time unlicensed motorcycle riders will face fines ranging from NT$18,000 to NT$36,000.
Maximum/Severe Penalties for Repeat Offenders within 10 Years: Two violations within 10 years will result in the maximum fine (NT$36,000 for motorcycles).
Additional penalties for the third or more offenses: For three or more violations within 10 years, an additional fine of NT$12,000 will be imposed for each violation, with no upper limit on the fine.
On-the-spot vehicle/license plate impoundment: Unlicensed drivers are immediately prohibited from driving, and the vehicle will be impounded for 3-12 months.
Mandatory training/increased costs: Unlicensed drivers must attend a 3-hour road traffic safety training course at their own expense (NT$200 per hour).
Vehicle owner's liability: If a vehicle is lent to an unlicensed driver, the owner will also be fined, and the vehicle and license plate will be impounded on the spot.
Impact on license examination: The ban on unlicensed drivers from taking the driver's license examination is usually 1-2 years.
Note: The above regulations also include "driving beyond one's license level" (such as riding a regular heavy motorcycle with a light motorcycle license) and "riding a motorcycle during a license suspension period."
